COST: No fee published at source — awarded by schools/districts/states, but the qualifying proficiency test may carry a fee (cost UNVERIFIED). An award "given by a school, district, or state in recognition of students who have studied and attained proficiency in two or more languages by high school graduation." It is the closest thing to a free language credential in the U.S., and the only one in this sweep. Two common misunderstandings: it is available only to students still in high school — adults cannot earn it — and the seal itself is free but the proficiency assessment a district uses to qualify you may not be. For adults, the genuinely free-to-the-candidate language route is a CLEP foreign-language exam with a Modern States voucher, which yields college credit rather than a proficiency rating.
